Opportunity Information: Apply for PAS FUKUOKA FY2019 0001

The Small Grants Program is a public diplomacy funding opportunity offered by the U.S. Consulate Fukuoka's Public Affairs Section (PAS), part of the U.S. Department of State. The program provides small, discretionary grants to support projects that advance English language learning and deepen public understanding of the United States through cultural content. This annual notice sets the general priorities and application procedures and may be supplemented by additional, more specific funding announcements posted during the year, so applicants are expected to follow the instructions in the notice and watch for related postings.

For this particular cycle, the Consulate is looking for individuals or organizations to design and run an English education program that includes American cultural elements. Programming is intended to take place at the Fukuoka American Center, at American Shelf partner institutions, and/or in another public space. The overall goal is to use accessible, public-facing events to strengthen English ability, introduce aspects of U.S. culture, and encourage interest in future travel to the United States or study abroad opportunities there. To ensure authentic English-language engagement, proposals are expected to include at least one native-level English speaker participating in the activities.

Awards are small, with a typical grant size between USD 500 and USD 1,000, and the Consulate anticipates making about three awards, with an award ceiling of USD 1,000. Funding is meant to support a series of events rather than a single one-off activity. Sessions can be scheduled monthly, bi-monthly, or quarterly, beginning on or after November 15, 2018, and running for one year. Applicants may model their plan on prior Fukuoka American Center programs such as an English Club or a Kids English Learning Program (sample session descriptions are available by contacting the grants team), or they may propose a different structure as long as it clearly aligns with the program goals.

There are important participation and use restrictions. Events must be open to the public, and they cannot be commercial, trade-focused, or charitable activities. For-profit organizations are not eligible to receive funding under this opportunity. If selected, the grantee is responsible for coordinating the schedule and logistics with the Fukuoka American Center and/or American Shelf partner institutions to ensure the program fits the venue needs and public access expectations.

Applications are expected to be practical and specific. At a minimum, submissions should include a clear activity plan (what will happen in each session and how it supports English learning and American cultural exchange), an audience recruitment plan (how participants will be reached and encouraged to attend), and a budget. The budget can include reasonable programming expenses such as honoraria, transportation costs for organizers and guest speakers, and materials or copying costs used to publicize and run the sessions. Proposals are evaluated primarily on how effectively they promote English language education, introduce U.S. culture, and stimulate interest in U.S. study, travel, or tourism.

Eligibility is broad and includes individuals as well as a range of organizations and public entities. Eligible applicants listed for this opportunity include city, township, and county governments; independent school districts; public and state-controlled institutions of higher education; private institutions of higher education; U.S. nonprofit organizations with 501(c)(3) status (other than higher education institutions); and individuals, along with additional categories noted in the official eligibility clarification.
