The program will not fund projects that are inherently political or that could be seen as partisan or supportive of a particular candidate or single-party electoral campaign. It also excludes exchange programs; social welfare projects; projects supporting specific religious activities; trade-related activities; fundraising campaigns; commercial projects; scientific research; and construction projects. In addition, the Embassy does not fund projects whose primary purpose is the applicant organization’s own institutional development, nor will it cover travel to the United States for conferences, research, studies, reporting tours, or cultural events. Operational and capital-type expenses are also restricted: ongoing salary costs for regular staff, office equipment purchases, completing activities that have already begun with other funding, translating or printing American literature, and most food and beverage costs are not supported. For food, the guidance limits support to modest items like coffee breaks and working lunches, and it prohibits alcohol entirely. Project coordination fees can be included, but they must not exceed 20 percent of the total grant amount, effectively placing a firm cap on management and administration charged to the award.

Applications must be submitted by email to grantspoland@state.gov by 17:00 (5:00 pm) on Friday, June 26 (original closing date listed as 2020-06-26). Submissions must be in English and follow strict formatting limits: proposals cannot exceed 6 pages total including the budget, and they must use Times New Roman, 12-point font. The Embassy warns that proposals not meeting these requirements will not be considered, so compliance with page limits, language, and required attachments is treated as a threshold eligibility issue rather than a minor formatting preference.

The required application package depends on whether the applicant is an organization or an individual, but in all cases the email submission must include a completed application form (staying within any word limits) and CVs for the project coordinator and the head of the applying organization. Organizational applicants must also include U.S. Government standard forms SF-424 (Application for Federal Assistance) and SF-424A (Budget Information for Non-Construction Programs). SF-424B (Assurances for Non-Construction Programs) is required only for organizations that registered or renewed their SAM.gov registration before June 26, 2019, as stated in the notice. Organizational applicants must provide confirmation of SAM.gov registration as well, and the guidance notes that only organizations (not individuals) are required to register for DUNS, NCAGE, and SAM. Individual applicants, by contrast, are exempt from those registration requirements but must submit the appropriate federal form for individuals, SF-424 (SF-424 Individual).
